The Government, the CEOE Foundation and the Mutual Insurance Companies seal their collaboration to implement the diagnosis and vaccination plan for the Covid-19 virus

Within the framework of the ‘Sumamos Plan’ (in English 'We Combine Health + Economy Plan', they pledge to streamline procedures so that mutual insurance companies will be able to administer vaccinations as required by the Autonomous Regions. The collaboration of mutual insurance companies in the vaccination process could increase the vaccination capacity of the autonomous regions by between 20% and 30%.

Today, the Minister of Inclusion, Social Security and Migration, José Luis Escrivá, the President of the CEOE Foundation, Fátima Báñez, and the President of the Association of Accident Insurance for Work-related Accidents (AMAT), José Carlos Lacasa, signed a Statement establishing a general framework for collaboration between these entities to speed up the efforts of the ‘Sumamos. Health + Economy’, aimed at alleviating the damaging effects of COVID-19. The event was also attended by the president of CEOE, Antonio Garamendi.

The goal of this collaboration agreement is to successfully carry out the initiatives outlined in the ‘Sumamos Plan’, especially to help with testing for the virus and with the administration of vaccines to the target population, in accordance with the health authorities’ recommendations.

Mutual insurance companies are private associations of employers that collaborate in the management of public Social Security benefits, and to which more than 1,370,000 companies voluntarily subscribe, 98.59% of those existing in Spain, protecting close to 17 million workers.

The ‘Sumamos Plan’, promoted by the CEOE Foundation, aims to support public administrations in mitigating the adverse effects of the COVID-19 virus, with a public-private collaboration programme in which each of the parties is doing its part to help overcome this pandemic.

It involves the Public Administrations, especially the health authorities of the different autonomous regions, the regional business confederations as representatives of the companies in the region, the CEOE Foundation, as promoter and coordinator, and collaborating companies of all sizes. 

The ‘Sumamos Plan’ has five areas in which the private sector provides support to the public sector: Testing, Tracking, Communication, the Vulnerable Population and Vaccination.

By virtue of the signed Statement, when the nature of the collaboration or other circumstances make it necessary, the corresponding agreement will be drawn up with the mutual insurance companies that collaborate with the Social Security. This agreement will specify, among other aspects, the actions to be carried out, the monitoring mechanisms, as well as the obligations and commitments undertaken by the parties and any other aspects deemed necessary.

The mutual insurance companies collaborating with the Social Security are making more than 1,000 care centres and almost 15,000 healthcare professionals, including nurses, doctors and other healthcare staff, available to all the autonomous regions.

During the signing of this document, the President of the CEOE, Antonio Garamendi, pointed out that “this is a crucial moment” in the context of the pandemic and that the recovery depends on “three major strategies: vaccination, responsibility and prevention”.  Along these lines, the president of Spanish employers’ association pointed out the importance of public-private collaboration, explaining that, through the ‘Sumamos Plan’ ” the business community is here to help all the autonomous regions that need it”.

In turn, the president of AMAT, José Carlos Lacasa, recalled that ” mutual insurance companies are private employers’ associations with 121 years of history, and we have always been at the forefront when we were needed”. He recalled that, as early as during the first wave, its professionals provided healthcare “in our hospitals, health centres, retirement homes, medicalised hotels and field camps…”, something which, according to Lacasa, “proves, once again, that public-private collaboration is beneficial to society”.

The Association of Accident Insurance for Work-related Accidents (Asociación de Mutuas de Accidentes de Trabajo or AMAT) is a non-profit organisation created in 1986 to represent the general and common interests of the 19 mutual insurance companies in Spain that collaborate with the Social Security: Activa Mutua, Asepeyo, Cesma, Egarsat, Fraternidad-Muprespa, Fremap, Ibermutua, MAC, MAZ, MC Mutual, Mutua Balear, Mutua Intercomarcal, Mutua Navarra, Mutua Montañesa, Mutua Universal, Mutualia, Solimat, Umivale and Unión de Mutuas.

The mutual insurance companies that collaborate with the Social Security are private associations of employers, voluntary and non-profit, for the management of Social Security benefits for Occupational Contingencies (accidents at work and occupational illnesses suffered by workers in the workplace), Risks during Pregnancy and Breastfeeding, Care of Minors with Cancer or other Serious Illnesses, and for Common Contingencies (common illnesses and accidents suffered by workers outside the workplace), among other services and benefits. More than 21,000 professionals work for the Mutual Insurance companies as a whole.
